Research report · October 2026 edition
The State of American AI, October 2026
This edition counts what the USASI catalog recorded on Oct 13, 2026: 150 organization records, 270 Open Models & Tools records (96 of them model releases), 29 documented configurations for using AI, 30 federal AI policy documents, and a snapshot of 7,305 job listings from employers' own feeds. Every figure is computed from those records. Coverage is selective, so the numbers describe this catalog, not the whole field.

Headline findings
Of 150 organization records, 95 (63%) have a documented headquarters in California; headquarters labels name 18 states and Washington, D.C. in all.
Definition: Organization records: published records in Companies & Labs, research units included. The state is read only from each record's sourced headquarters label. See the figure
90 of 96 model releases (94%) have weights the public can download; 6 are gated, and none is recorded as not public.
Definition: Model releases: one record per assessed release. Weights the public can download: the open-weight tier or a higher one under USASI rubric v0.2; license terms may still restrict use. See the figure
56 of 96 model releases (58%) license their weights under a standard permissive license such as Apache-2.0 or MIT; 34 (35%) use a custom license and 4 (4%) carry non-commercial terms.
Definition: License family of the license that applies to each release's weights; a release with several weights licenses counts in its most restrictive family. Non-commercial is counted only where the license's guide, SPDX identifier, or name says so. See the figure
21 of 29 documented configurations run on your own computer; 17 of those state a publisher memory figure, from 2 GB to 26 GB.
Definition: Configurations: the finder's documented combinations of model, runtime, app, or service. Memory figure: the publisher's own statement for the named variant, not a USASI test. See the figure
7,305 job listings from 64 employers were current at the snapshot; 9% are marked remote, and 70% list U.S. locations only.
Definition: Current: open in the employer's own job feed and confirmed within 48 hours of the snapshot. Remote: marked remote by the employer or with a location that says “Remote”. See the figure
Organizations
Companies & Labs holds 150 organization records: companies, labs, universities, nonprofits, and public institutions with a documented U.S. basis under the eligibility rules. 12 of them are units of another organization in the catalog. Places maps them by the state in their headquarters label.
Organization records by ownership
Ownership category of each of the 150 organization records.
| Category | Organization records | Share |
|---|---|---|
| Publicly traded | 30 | 20% |
| Privately held | 67 | 45% |
| Nonprofit | 21 | 14% |
| Unit of another organization | 12 | 8% |
| Foundation-hosted | 3 | 2% |
| Public institution | 12 | 8% |
| Unknown | 5 | 3% |
| Total | 150 | 100% |
How this is counted. Each published organization record has exactly one ownership category, recorded from its sources: publicly traded, privately held, nonprofit, a unit of another organization, foundation-hosted, a public institution, or unknown. Research units and subsidiaries have their own records. Rows add up to the total.
Independent organizations and units
Organization records that stand alone, and records for a unit of another organization in the catalog.
| Category | Organization records | Share |
|---|---|---|
| Independent organizations | 138 | 92% |
| Units of another organization | 12 | 8% |
| Total | 150 | 100% |
How this is counted. A unit is a research unit, division, subsidiary, or hosted project whose record names a parent organization. Units are counted separately so that a parent and its unit are never presented as two independent companies. Rows add up to the total.
What the organizations do
Documented roles on organization records, such as model developer or chip designer.

| Data platform | 6 | 4% |
| Data services | 3 | 2% |
| Standards body | 2 | 1% |
| Records counted (rows overlap) | 150 |
How this is counted. Roles are the documented activities recorded for each organization. Most records have more than one role, so the rows add up to more than the 150 records; each share is out of all organization records.
Sectors

| Robotics | 9 | 6% |
| Defense | 5 | 3% |

| Records counted (rows overlap) | 150 |
How this is counted. Sectors are applied only where a record's evidence supports them, and a record can have several, so rows add up to more than the 150 records. Records with no sector tag are counted in their own row.

How this is counted. The state is read only from the text of each record's sourced headquarters label (for example “Santa Clara, California”). Offices, data centers, and other locations are not counted. Records whose label names no U.S. state are counted in the last row. Each record counts once; rows add up to the total.

| 2020s | 25 | 17% |
| No founding year recorded | 67 | 45% |
| Total | 150 | 100% |
How this is counted. Founding years come from each record's sourced founding date. Records with no founding year recorded are counted in the last row: a missing year means the catalog has not documented it, not that the organization is new. Units are counted separately from their parents. Rows add up to the total.
Open models and tools
Open Models & Tools holds 270 records. Each model release carries its own license and public-materials checklist, and its openness tier is computed with the published rubric. Open-weight means the weights can be downloaded; it does not mean the terms allow every use.
Open Models & Tools records by kind
All 270 published records in the Open Models & Tools directory, by kind.
| Category | Records | Share |
|---|---|---|
| Model families | 54 | 20% |

| Research stacks | 6 | 2% |
| Datasets | 9 | 3% |
| Evaluation tools | 16 | 6% |
| Total | 270 | 100% |
How this is counted. Model families (overview records for a line of models) are counted separately from model releases (one record per assessed release, which carries the license and checklist). Frameworks, runtimes, and research stacks together are this report's software. Rows add up to the total.
Model releases by openness tier
The openness tier of each of the 96 model releases under USASI rubric v0.2.
| Category | Model releases | Share |
|---|---|---|
| Open system (reviewed) | 0 | 0% |
| Open-stack | 3 | 3% |
| Open-weight (no higher tier) | 87 | 91% |
| Restricted weights | 6 | 6% |
| Weights not public | 0 | 0% |
| Unknown | 0 | 0% |
| Total | 96 | 100% |
How this is counted. Tiers are computed from each release's public-materials checklist and licenses under USASI rubric v0.2; they are never typed by hand. Each release has exactly one tier, so rows add up to the total. In the rubric the open tiers are cumulative (every open-stack release is also open-weight), so open-weight in the wider sense is the first three rows together: 90 releases.
Can the weights be downloaded?
Model releases by the documented availability of their weights.
| Category | Model releases | Share |
|---|---|---|
| Public download | 90 | 94% |
| Gated (by request, approval, or for some users) | 6 | 6% |
| Not public | 0 | 0% |
| Not assessed | 0 | 0% |
| Total | 96 | 100% |
How this is counted. From the weights entry of each release's checklist. Public download: the general public can download the parameters (license terms may still restrict use). Gated: available only by request, with approval, or to some users. Not public: documented as unavailable. Not assessed: the evidence is missing or insufficient. Rows add up to the total.
Model releases by documented release quarter
Model releases by the calendar quarter of their documented release date.
How this is counted. The quarter of each release's documented release date. Dates documented only as a year cannot be placed in a quarter and are counted separately, as are releases with no documented date. The catalog records a few assessed releases per model family, mostly recent ones chosen when the family was researched, so this shows the catalog's coverage over time, not how often models are released. The last quarter is partial: it runs to the data cutoff. Rows add up to the total.

How this is counted. Open-weight releases (the open-weight tier or a higher one) counted for each organization record the release lists. A release that lists two organizations counts for both, so rows can add up to more than the total. Counts reflect the releases this catalog has assessed, not everything an organization has published.
Licenses
What the recorded license of each release or project is, grouped by family and by license. The license guides restate each license's key terms in plain language. Non-commercial terms are the only commercial-use restriction this report counts, because it is the only one the catalog records in a structured way; custom licenses may set other conditions on use. This is a count of recorded licenses, not legal advice: read each license before relying on it.
License family of the weights
Model releases by the kind of license that applies to their weights.
| Category | Model releases | Share |
|---|---|---|
| Standard permissive license | 56 | 58% |
| Standard copyleft license | 0 | 0% |
| Custom license (publisher's own terms) | 34 | 35% |
| Non-commercial terms | 4 | 4% |
| No weights license recorded | 2 | 2% |
| Total | 96 | 100% |
How this is counted. Licenses that apply to a release's weights (weights, weights and code, or everything). Standard permissive: an SPDX identifier on this report's permissive list (Apache-2.0, Apache-2.0 WITH LLVM-exception, MIT, BSD-2-Clause, BSD-3-Clause, ISC, NCSA, Zlib, BSL-1.0, 0BSD, Unlicense, CC0-1.0, CC-BY-4.0, ODC-By-1.0, PDDL-1.0, CDLA-Permissive-2.0). Standard copyleft: a GPL-family, MPL, EPL, or share-alike identifier. Non-commercial: the license's guide on this site is in the non-commercial category, or its SPDX identifier or name says non-commercial. Custom: any other license, usually the publisher's own terms without an SPDX identifier. A release with several weights licenses counts once, in its most restrictive family (non-commercial, then custom, then copyleft, then permissive). Rows add up to the total.

Local AI
The finder lists documented ways to use AI, each with requirements restated from the publisher. Local AI by memory lists the local ones that fit a given amount of graphics or unified memory.
Documented configurations by where they run
The 29 configurations in the finder, by where the model runs.
| Category | Configurations | Share |
|---|---|---|
| Local | 21 | 72% |
| Hybrid | 3 | 10% |
| Hosted | 5 | 17% |
| Total | 29 | 100% |
How this is counted. A configuration is one documented way to do a task: a specific combination of model, runtime, app, or hosted service, with requirements restated from the publisher's own documentation. Local: runs on your own computer. Hybrid: a tool on your computer that sends requests to a hosted model. Hosted: runs on the provider's servers. Rows add up to the total.
Memory the publisher documents
The 21 local configurations by the memory figure their publisher states.
| Category | Local configurations | Share |
|---|---|---|
| Graphics memory (VRAM): 8 GB or less | 4 | 19% |
| Graphics memory (VRAM): more than 8, up to 16 GB | 4 | 19% |
| Graphics memory (VRAM): more than 16 GB | 2 | 10% |
| System memory: 8 GB or less | 4 | 19% |
| System memory: more than 8, up to 16 GB | 2 | 10% |
| System memory: more than 16 GB | 1 | 5% |
| No memory figure documented | 4 | 19% |
| Total | 21 | 100% |
How this is counted. The publisher's own memory statement for the exact variant named on each configuration, as recorded with its source. Graphics-memory (VRAM) and system-memory figures are kept apart, because they describe different memory. A figure is the publisher's estimate, not a USASI test, unless the record documents a test. Configurations without a stated figure are counted in the last row. Rows add up to the total.
Configurations that fit each amount of memory
How many local configurations fit each amount of graphics memory or Apple silicon unified memory.
| Category | Local configurations | Share |
|---|---|---|
| 8 GB of VRAM | 3 | 14% |
| 12 GB of VRAM | 5 | 24% |
| 16 GB of VRAM | 6 | 29% |
| 24 GB of VRAM | 7 | 33% |
| 8 GB of Apple silicon unified memory | 6 | 29% |
| 16 GB of Apple silicon unified memory | 11 | 52% |
| 24 GB of Apple silicon unified memory | 13 | 62% |
| 32 GB of Apple silicon unified memory | 14 | 67% |
| 64 GB of Apple silicon unified memory | 14 | 67% |
| Records counted (rows overlap) | 21 |
How this is counted. The same rule as the Local AI by memory pages: a configuration is listed when every finder requirement is met and the publisher's figure is within the amount. A configuration that fits 8 GB also fits larger amounts, so rows overlap; shares are out of all local configurations.
Jobs
A frozen snapshot of the Jobs directory: listings from employers' own job feeds as last checked Oct 13, 2026, 14:04 UTC. The directory is refreshed daily, so its current counts differ from these. See how jobs are collected.

| Total | 7,305 | 100% |
How this is counted. Listings from employers' own job feeds that were open and confirmed within 48 hours of the snapshot time, the Jobs directory's default view. Applications are on employers' sites; job data are refreshed daily, so these counts are frozen with the edition. Locations are read from the employer's text without geocoding. U.S. locations only: names the United States or a U.S. state and no place outside it. U.S. and elsewhere: names both. Outside the U.S. only: names only places outside it. Not determinable: gives nothing the rules can place (for example a city without a state). Rows add up to the total.

How this is counted. A listing counts in a state when one of its employer-supplied locations names it: a postal code after a city (“Atlanta, GA”), the full state name, “New York City” or “NYC”, or “Washington, DC”. This is the rule of the Jobs by state pages. A listing that names several states counts in each, and listings that also name places outside the U.S. are included, so rows overlap. Locations that give only a city or only the country name no state and are not counted here.

How this is counted. Each listing counts once, for the organization whose official job feed published it. Only organizations whose feed the site reads are included. Counts describe open postings at one moment, not company size, growth, or hiring trends. Rows add up to the total.
Remote job listings
Current listings that are remote, and whether a remote listing names only U.S. places.
| Category | Job listings | Share |
|---|---|---|
| Remote, U.S. locations only | 423 | 6% |
| Remote, other or mixed locations | 198 | 3% |
| Not marked remote | 6,684 | 91% |
| Total | 7,305 | 100% |
How this is counted. Remote: the employer marks the workplace as remote, or a listed location says “Remote” (for example “Remote - US”). Remote, U.S. locations only: also names only U.S. places, the rule of the Remote jobs, U.S. locations page. Rows add up to the total.
Policy
The policy tracker records U.S. federal AI laws, executive orders, memoranda, standards, and plans from their official text. Each document has its own page with its summary, status, and sources.

What changed since the previous edition
This is the first edition, so it is the baseline: there is no earlier edition to compare with. From the next edition on, this section lists the records added and removed since the previous edition and every catalog figure that changed. Jobs figures are not compared, because each edition freezes its own snapshot of a directory that changes daily.
Methodology and limits
- Selective coverage, not a census. The catalog includes organizations and artifacts that editors have researched and could verify from sources. Many U.S. organizations and releases are not in it yet, so a count here describes records in this catalog, never the country or an industry, and no figure is a ranking or a measure of capability.
- What is counted. Only published records whose U.S. eligibility is documented. Drafts, records under review, and archived records are excluded. Organization records include research units and subsidiaries, counted separately as units. A model family is an overview record; each assessed release is its own record. See how counts work.
- Definitions. Openness tiers, weight availability, and checklists follow the openness rubric (v0.2). License families and every other rule are stated under each figure, in “How this is counted.” Unknown stays unknown: a missing date, figure, or license is counted as not recorded, never estimated.
- Data cutoff. Catalog figures use the records as published on Oct 13, 2026. Jobs figures use the job listings that were current at Oct 13, 2026, 15:02 UTC: open in the employer's own feed and confirmed within the previous 48 hours.
- Frozen editions. The figures were computed once and saved with the text that defines them; later corrections and new records appear in the next edition and in the note at the top of this page, never by rewriting this one. Links in the tables open the current pages, which may have changed since.
- Reproducible. The data file records the catalog commit (
d43bb551528c), a digest of the records read, and a digest of the jobs data. Runningnpm run report:snapshoton that catalog reproduces the catalog figures; the jobs data are refreshed daily and are kept only as frozen counts.
