Research report · October 2026 edition

The State of American AI, October 2026

This edition counts what the USASI catalog recorded on Oct 13, 2026: 150 organization records, 270 Open Models & Tools records (96 of them model releases), 29 documented configurations for using AI, 30 federal AI policy documents, and a snapshot of 7,305 job listings from employers' own feeds. Every figure is computed from those records. Coverage is selective, so the numbers describe this catalog, not the whole field.

Headline findings

  1. Of 150 organization records, 95 (63%) have a documented headquarters in California; headquarters labels name 18 states and Washington, D.C. in all.

Definition: Organization records: published records in Companies & Labs, research units included. The state is read only from each record's sourced headquarters label. See the figure

  2. 90 of 96 model releases (94%) have weights the public can download; 6 are gated, and none is recorded as not public.

Definition: Model releases: one record per assessed release. Weights the public can download: the open-weight tier or a higher one under USASI rubric v0.2; license terms may still restrict use. See the figure

  3. 56 of 96 model releases (58%) license their weights under a standard permissive license such as Apache-2.0 or MIT; 34 (35%) use a custom license and 4 (4%) carry non-commercial terms.

Definition: License family of the license that applies to each release's weights; a release with several weights licenses counts in its most restrictive family. Non-commercial is counted only where the license's guide, SPDX identifier, or name says so. See the figure

  4. 21 of 29 documented configurations run on your own computer; 17 of those state a publisher memory figure, from 2 GB to 26 GB.

Definition: Configurations: the finder's documented combinations of model, runtime, app, or service. Memory figure: the publisher's own statement for the named variant, not a USASI test. See the figure

  5. 7,305 job listings from 64 employers were current at the snapshot; 9% are marked remote, and 70% list U.S. locations only.

Definition: Current: open in the employer's own job feed and confirmed within 48 hours of the snapshot. Remote: marked remote by the employer or with a location that says “Remote”. See the figure

Organizations

Companies & Labs holds 150 organization records: companies, labs, universities, nonprofits, and public institutions with a documented U.S. basis under the eligibility rules. 12 of them are units of another organization in the catalog. Places maps them by the state in their headquarters label.

How this is counted. Each published organization record has exactly one ownership category, recorded from its sources: publicly traded, privately held, nonprofit, a unit of another organization, foundation-hosted, a public institution, or unknown. Research units and subsidiaries have their own records. Rows add up to the total.

Open models and tools

Open Models & Tools holds 270 records. Each model release carries its own license and public-materials checklist, and its openness tier is computed with the published rubric. Open-weight means the weights can be downloaded; it does not mean the terms allow every use.

In the rubric the open tiers are cumulative (every open-stack release is also open-weight), so open-weight in the wider sense is the first three rows together: 90 releases.

Model releases by documented release quarter

Model releases by the calendar quarter of their documented release date.

How this is counted. The quarter of each release's documented release date. Dates documented only as a year cannot be placed in a quarter and are counted separately, as are releases with no documented date. The catalog records a few assessed releases per model family, mostly recent ones chosen when the family was researched, so this shows the catalog's coverage over time, not how often models are released. The last quarter is partial: it runs to the data cutoff. Rows add up to the total.

How this is counted. Open-weight releases (the open-weight tier or a higher one) counted for each organization record the release lists. A release that lists two organizations counts for both, so rows can add up to more than the total. Counts reflect the releases this catalog has assessed, not everything an organization has published.

Licenses

What the recorded license of each release or project is, grouped by family and by license. The license guides restate each license's key terms in plain language. Non-commercial terms are the only commercial-use restriction this report counts, because it is the only one the catalog records in a structured way; custom licenses may set other conditions on use. This is a count of recorded licenses, not legal advice: read each license before relying on it.

How this is counted. Licenses that apply to a release's weights (weights, weights and code, or everything). Standard copyleft: a GPL-family, MPL, EPL, or share-alike identifier. Non-commercial: the license's guide on this site is in the non-commercial category, or its SPDX identifier or name says non-commercial. Custom: any other license, usually the publisher's own terms without an SPDX identifier. A release with several weights licenses counts once, in its most restrictive family (non-commercial, then custom, then copyleft, then permissive). Rows add up to the total.

Graphics-memory (VRAM) and system-memory figures are kept apart, because they describe different memory. A figure is the publisher's estimate, not a USASI test, unless the record documents a test. How this is counted. A listing counts in a state when one of its employer-supplied locations names it: a postal code after a city (“Atlanta, GA”), the full state name, “New York City” or “NYC”, or “Washington, DC”. This is the rule of the Jobs by state pages. A listing that names several states counts in each, and listings that also name places outside the U.S. are included, so rows overlap. Locations that give only a city or only the country name no state and are not counted here.

What changed since the previous edition

This is the first edition, so it is the baseline: there is no earlier edition to compare with. From the next edition on, this section lists the records added and removed since the previous edition and every catalog figure that changed. Jobs figures are not compared, because each edition freezes its own snapshot of a directory that changes daily.

Methodology and limits

  • Selective coverage, not a census. The catalog includes organizations and artifacts that editors have researched and could verify from sources. Many U.S. organizations and releases are not in it yet, so a count here describes records in this catalog, never the country or an industry, and no figure is a ranking or a measure of capability.
  • What is counted. Only published records whose U.S. eligibility is documented. Drafts, records under review, and archived records are excluded. Organization records include research units and subsidiaries, counted separately as units. A model family is an overview record; each assessed release is its own record. See how counts work.
  • Definitions. Openness tiers, weight availability, and checklists follow the openness rubric (v0.2). License families and every other rule are stated under each figure, in “How this is counted.” Unknown stays unknown: a missing date, figure, or license is counted as not recorded, never estimated.
  • Data cutoff. Catalog figures use the records as published on Oct 13, 2026. Jobs figures use the job listings that were current at Oct 13, 2026, 15:02 UTC: open in the employer's own feed and confirmed within the previous 48 hours.
  • Frozen editions. The figures were computed once and saved with the text that defines them; later corrections and new records appear in the next edition and in the note at the top of this page, never by rewriting this one. Links in the tables open the current pages, which may have changed since.
  • Reproducible. The data file records the catalog commit (d43bb551528c), a digest of the records read, and a digest of the jobs data. Running npm run report:snapshot on that catalog reproduces the catalog figures; the jobs data are refreshed daily and are kept only as frozen counts.
